The Alameda County Community Housing Priority Framework (CHPF) will establish Alameda County Housing & Community Development Department (HCD)’s equity objectives and create a roadmap for the ways HCD will prioritize the communities most affected by the our County’s high housing costs in its investment of Bond funds delivery of Bond funded programs.
Building a Framework for Equitable Investment

The Alameda County Community Housing Priority Framework (CHPF) is grounded in relevant housing data, disaggregated by race and ethnicity whenever possible, and is informed by a comprehensive stakeholder engagement process that included HCD staff, Alameda County community members, regional partners, and elected leadership. Drawing from the stakeholder engagement process, the CHPF will establish and guiding principles that can align Alameda County HCD’s investments with its values to maximize impact. The CHPF then presents HCD’s spending priorities grounded in an equity-centered capital investment framework that translates into projected numbers of housing units by housing type. It also describes HCD’s programmatic strategies to stabilize residents’ housing and prevent displacement. Lastly, CHPF can serve as a common basis for ongoing advocacy amongst partners and stakeholders to ensure that Oakland’s affordable housing needs are met. This framework is aligned with the ‘three P’s’ approach used by BAHFA and thusly identifies new housing production, the preservation of existing affordable housing, and tenant protections as a three-pronged approach to address the region’s housing crisis. Building on this, the CHPF equity in how the Alameda County HCD addresses the three Ps and administers its funds and programs for years to come.

AC HCD and the Board of Supervisors are working together in a series of listening sessions to discuss and listen to input about the proposed Bay Area-wide affordable housing bond for the November 2024 ballot.
